中美页岩气扶持政策梳理和比较研究

Sorting and Comparative Study of Shale Gas Support Policiesbetween China and the United States

从财政补贴、税收减免、投融资激励和技术研发支持等方面对中美两国的页岩气扶持政策进行梳理和比较研究。结果表明:目前中国页岩气补贴政策不够稳定,补贴力度较弱,中美两国页岩气税负基本持平,美国页岩气投融资政策相对成熟,对页岩气技术的研发支持力度更大。同时针对中国页岩气扶持政策存在的短板,提出了相应的优化建议。

The shale gas support policies of China and the United States were sorted and compared from aspects of fiscal subsidies,tax exemptions,investment and financing incentives,and technology research and development support.Study shows that China's shale gas subsidy policy is unstable and the subsidy intensity is weak,the shale gas tax burden between China and the United States is basically equal,the US shale gas investment and financing policies are more inclusive and mature,and the United States provide greater support for shale gas technology research and development.In response to the shortcomings of China’s shale gas support policies,corresponding optimization suggestions are further proposed.
