摘要
技能形成体系是技能型社会建设的重要载体,而职业培训是技能形成体系的主要组成部分,是服务经济社会高质量发展和产业转型升级、缓解技能人才供需错位和就业结构性矛盾、促进劳动者素质提升和共同富裕的有效途径。但实践中职业培训受政策环境不完善、资金投入不充足、有效供给不充分、供需对接不精准、评价体系不健全等因素制约,现实价值尚未有效体现。为此,应着力构建多层次保障、多渠道投入、多主体供给、多维度协同、多元化评价的职业技能培训体系,助力技能型社会建设。
The skill developing system serves as a crucial foundation for constructing a skill-based society,with vocational training being a key component of this system.It is an effective approach to serve the high-quality development of economy and society,promote the industrial transformation and upgrading,alleviate the supply-demand imbalance and employment structural contradictions of skilled talents,improve workers skills,and achieve the goal of common prosperity.However,in practice,vocational training is constrained by factors such as inadequate policy,insufficient capital investment,inadequate effective supply,inaccurate supply-demand coordination,and an incomplete evaluation system,resulting in the limited realization of its practical value.To this end,it is essential to build a vocational skills training system that features multi-level guarantees,diversified investment channels,multiple providers,comprehensive coordination,and diverse evaluation methods,so as to contribute to the construction of a skill-based society.
