职业教育1+X证书制度试点工作的效应、现状与对策

On the Pilot Work of the 1+X Certificate System in Vocational Education

基于对参与试点工作的职业教育培训评价组织所发布的年度总结材料分析,发现其在推进1+X证书制度试点工作过程中取得了可喜成效:依据企业需求开发X证书服务专业建设,开发补充了配套学习资源,提升了职业院校教师社会服务能力,参与了国家“学分银行”服务学习型社会建设。为保障1+X证书制度的正常推进,并服务于学生顺利就业和职业发展成长,针对1+X证书制度试点过程中出现的问题,需要从证书认可度、政府管理责任、试点院校软硬件条件、书证融通的关键环节等方面进行创新突破。

After analyzing the annual summary materials released by vocational education evaluation organizations participating in the pilot work,it was found that they have achieved gratifying results in promoting the pilot work of the 1+X certificate system.For example,based on the needs of enterprises,X certificates have been developed to serve professional construction,supporting learning resources have been developed and supplemented,and the social service capabilities of vocational college teachers have been improved.They have also participated in the construction of a national“credit bank”service learning society.In response to the problems encountered during the pilot process of the 1+X certificate system,innovative breakthroughs need to be made in the aspects of certificate recognition,government responsibilities,software and hardware conditions of pilot universities,and key links in the diploma-certificate integration,so as to ensure the normal promotion of the 1+X certificate system and serve the smooth employment and career development of students.
