基于利益相关者理论的我国公立互联网医院运营困境及优化策略研究

Study on Operational Dilemma and Countermeasures of Public Internet Hospitals in China Based on Stakeholder Theory

近年来,公立医院掀起了建设互联网医院的热潮,但“建而不用”成为普遍难题。基于利益相关者理论,发现利益相关主体不同的利益诉求和行为导向对医院运营产生了消极影响,表现为互联网医院发展顶层设计不完善、公立医院难以兼顾公益性与经营性导致缺乏持续运营动力、高付出低收益并存造成医生参与积极性不高、技术及运营合作方缺乏话语权难以充分发挥专业优势、服务供给与患者需求失衡、互联网医疗行业无序竞争、系统性社会支持不足。进而从政府主导构建多元主体共治网络、以患者为中心打造区域公立互联网医疗中心、通过资源整合与利益协调凝聚治理合力等方面提出优化措施。

In recent years,public hospitals have set off a boom in building internet hospitals,but"not effectively utilized after completion"has become a common problem.Based on stakeholder theory,the study concludes that the different interests and behavioral orientations of the stakeholders have a negative impact on the operation,which is manifested in the imperfect top-level design for the development of internet hospitals,the lack of sustained operation motivation due to the difficulty of public hospitals to balance public welfare and operation,the co-existence of high costs and low returns which results in the low motivation of doctors'participation,the lack of the voice of the technical and operation partners to give full play to their professional strengths,the imbalance between service supply and patient demand,disorderly competition in the internet healthcare industry,and insufficient systematic social support.Furthermore,the improving measures are proposed,including establishing a government-led construction of a multi-subject co-governance network,building patient-centered regional public internet healthcare centers,consolidating governance through resource integration and interest coordination and so on.
