新发展格局下高耗能产业跨区域转移的路径分析

Path of cross regional transfer of high energy-consumption industries under the new development pattern

新发展格局是党中央立足新发展阶段所作出的重大战略决策,是事关经济社会发展全局的系统性变革。文章分析了新发展格局提出的时代背景和内涵要求,对1990—2021年间我国三大区域高耗能产业跨区域转移现状进行了评估,对制约高耗能产业大规模转移的原因进行了剖析。在现状评估和成因剖析的基础上,从城市群发展、统一市场建设、集群式承接等方面提出有序推进高耗能产业转移的实践路径。

The new development pattern is a major strategic decision made by the Central Committee of the Communist Party of China based on the new stage of development,and it is a systemic change related to the overall economic and social development.The article analyzes the era background and connotation requirements proposed by the new development pattern,evaluates the current situation of cross regional transfer of high energy-consuming industries in China’s three major regions from 1990 to 2021,and analyzes the reasons that restrict the large-scale transfer of high energy-consuming industries.Based on the assessment of the current situation and analysis of the causes,practical paths for orderly promoting the transfer of high energy-consuming industries are proposed from the aspects of urban agglomeration development,unified market construction,and cluster based undertaking.
