基于全生命周期理论的高校技术转移机构发展策略

摘要 作为科技创新的重要主体,高校应着力开展科技创新、技术转移和科技成果转化,打通创新和应用“最后一公里”,实现科技成果向社会和教学“双转化”。然而,当前我国高校科技成果转化率不足,高校科技转移机构未能充分发挥效能。基于此,文章以全生命周期理论为指导,以提高我国高校转移机构运行效能为目标,将高校技术转移机构模式下的项目建设分为项目需求、项目设计、项目立项、项目实施、项目评估5个主阶段,从多方面分析了高校科技成果转化率低的原因,并提出了健全转化保障体系、加强校企联合、健全激励评价机制等提高科技成果转化的具体对策。 As a major force of scientific and technological(sci-tech)innovation,universities should focus on carrying out sci-tech innovation,transfer,and transformation of sci-tech achievements,bridging the“last mile”of innovation and application,so as to make sci-tech achievements benefit both society and education thereby achieving“dual transformation”.However,the current conversion rate of sci-tech achievements in Chinese universities is low,which indicates that transfer institutions in universities have failed to leverage their roles.Based on this,the article,guided by the whole life-cycle theory and with the aim of bolstering the efficiency of university transfer institutions,divides project construction model into five main stages,namely,project requirements,design,approval,implementation,and evaluation,in order to explore the causes for the low conversion rate from multiple perspectives.In the end,specific proposals are pointed out such as improving the transformation guarantee system,strengthening school-enterprise cooperation,and refining the incentive and evaluation mechanism.
