智慧城市和弹性城市概念综述

Overview of the Concepts of Smart City and Resilient City

近年来,智慧城市和弹性城市一直得到学者关注和研究,以解决日益严重的城市问题。因此,有必要科学探讨智慧城市和弹性城市之间的联系和差异。以往文献中分别研究智慧城市和弹性城市的文章较多,没有将之进行关联研究,也没有准确、统一的概念解析。本文的研究结果显示,(1)从物理、社会和环境方面阐述智慧城市和弹性城市的联系,弹性城市对智慧城市产生积极影响,智慧城市对弹性城市的影响则有正面和负面之分。(2)研究差异主要从驱动力、侧重点这两方面进行讨论,智慧城市和弹性城市与城市规划的联系和差异可以通过适当的设计和治理来相互补充,以建设智慧城市,促进弹性发展。

In recent years,smart cities and resilient cities have received scholars'attention and research to solve increasingly serious urban problems.Therefore,it is necessary to scientifically explore the connections and differences between smart cities and resilient cities.There have been many articles in previous literature that have separately studied smart cities and resilient cities,without conducting related research or providing accurate and unified conceptual analysis.The research results of this article show that(1)the connection between smart cities and resilient cities is elaborated from physical,social,and environmental aspects.Resilient cities have a positive impact on smart cities,while the impact of smart cities on resilient cities can be divided into positive and negative.(2)The differences in research are mainly discussed from two aspects:driving forces and focus.The connection and differences between smart cities and resilient cities and urban planning can be complemented through appropriate design and governance to build smart cities and promote resilient development.
