数字枢纽赋能数字经济高质量发展的评价体系研究

Research on the evaluation system for digital hubs empowering high-quality development of the digital economy

在数字经济发展背景下,结合《关于加快构建全国一体化大数据中心协同创新体系的指导意见》和《算力基础设施高质量发展行动计划》,本文提出数字枢纽的定义和特征,构建了数字枢纽CSTSG评价模型,形成计算力和存储力等5个方面10个维度20个指标的数字枢纽评价体系。未来数字枢纽CSTSG评价体系将可用于指导数字枢纽多维度资源配置和能力的发展,制定相应策略,提升本地区数字设施基础能力,带动地方数字经济发展,指导形成本地区数字经济发展的路径。

Under the background of development of digital economy,the article proposes the definition and characteristics of digital hubs,constructs a CSTSG evaluation model for digital hubs,and forms a digital hub evaluation system with 20 indexs in five aspects including computing power and storage capacity according to the“Guidance on Accelerating the Construction of a National Integrated Big Data Center Collaborative Innovation System”and“The Action Plan for High-Quality Development of Computing Infrastructure”.In the future,the CSTSG evaluation system for digital hubs can be used to guide the development of multidimensional resource allocation and capabilities of digital hubs,formulate corresponding strategies,enhance the basic capabilities of digital facilities in the region,promote local digital economic development,and guide the formation of the path of digital economic development in the region.
