International Education Cooperation of Universities in China:Policies and Reflections

在教育强国建设进程中,高等教育必须统筹国际、国内两个大局,提高大学国际化办学质量和水平是高等教育的重要职能和时代担当,也是教育强国的应有之义和紧迫需要。推进大学国际化办学,需丰富深化内涵、结合本土特色、考察发展历程、应对问题挑战、建立实现路径。中华人民共和国成立以来,我国大学国际化办学受到党和国家的高度重视,实现了多方位自主交流,法制化、规范化也得到进一步强化。经过多年的努力,我国高等教育的国际竞争力大幅提升,国际影响力进一步增强。但不能回避的是,在后疫情时代,战争冲突撕裂了世界格局,西方冷战思维制造对立,我国大学国际化办学在战略规划、深层次合作、国际化保障等方面面临一系列困难。在这一历史背景下,大学国际化办学更要把握机遇、克服挑战,在拓展全球合作、提升全球声誉、汇聚一流师资、深化学术合作、培养全球英才、完善保障体系等方面加大力度。探索大学国际化办学的实现路径具有重要的现实意义:一是可以提升我国教育领域的国际话语权;二是可以开创高等教育对外开放合作新局面;三是可以履行高等教育国际交流合作的职责和使命。

To make China a leading country in education,both international and domestic situations should be taken into consideration.Improving the quality and level of international education cooperation is an important function of higher education in our time,as well as an integral component and an urgent need in building a leading country through education.To promote international education cooperation,we should enrich its connotation by taking local conditions into account,investigate its development process,deal with problems and challenges,and find ways for its realization.Since the founding of the People’s Republic of China,great progress has been made in international education cooperation with multi⁃dimensional and autonomous exchanges and law⁃and procedure⁃based management.China’s higher education has become more competitive and influential worldwide.However,in the post⁃epidemic era,wars and conflicts have torn apart the world structure,and the Cold War mentality in some Western countries has generated confrontation.Chinese universities are facing difficulties in strategic planning,in⁃depth cooperation,and international guarantee system.Under this historical background,universities should seize opportunities,overcome challenges,and make greater efforts to expand global cooperation,enhance global reputation,attract first⁃class teachers,deepen academic cooperation,cultivate international talents,and improve the guarantee system.It is of great practical significance to explore ways for international education cooperation in universities.Firstly,it enhances China’s international discourse power in the field of education.Secondly,it breaks new grounds for opening up and cooperation in higher education.Thirdly,it fulfills the responsibility and mission of international exchange and cooperation in higher education.
