依法治藏背景下西藏社会治理现代化多维路径研究

Multidimensional Approach to the Modernization of Social Governance in Xizang in the Context of Governing Tibet According to Law

法治化是新时代西藏社会治理的基本目标,全面推进依法治藏是顺应西藏社会治理现代化、制度化、规范化、程序化的必然要求,是在西藏全社会实现良法善治、合作共治的基础性工程。文章聚焦铸牢中华民族共同体意识,分析全面推进依法治藏促进西藏社会治理现代化的价值意蕴,探索全面推进依法治藏同西藏社会治理现代化的互构逻辑,并提出全面推进依法治藏促进西藏社会治理现代化的多维路径。指出西藏在深入贯彻落实习近平法治思想的基础上,全面推进依法治藏工作,法治理念和模式在西藏各族人民群众中深入人心,为西藏高质量发展与长治久安给予有力的法治保障,为西藏社会治理现代化提供坚实的法治基础。

The rule of law is a basic feature of Xizang's social governance in the new era.Comprehensively promot⁃ing the rule of law in Xizang is in line with Xizang's social governance to achieve modernization,institutionaliza⁃tion,standardization and proceduralisation,and is a basic project for the realization of good governance with good laws and cooperative governance in the whole society of Xizang.The article,with the focus on forging a strong sense of community for the Chinese nation,analyses the value of comprehensively strengthening the rule of law to promote the modernization of social governance in Xizang,explores the logic of the inter-construction between the rule of law and the modernization of social governance in Xizang,and puts forward a multi-dimen⁃sional path for the modernization of social governance in Xizang.In addition,it points out that,on the basis of the in-depth implementation of Xi Jinping's thought on the rule of law,Xizang has comprehensively promoted the rule of law,so the concept and mode of rule of law win the support from the people of all ethnic groups in Xizang,which contributes a powerful guarantee of the rule of law for Tibet's high-quality development and long-term peace and stability.
