质量是企业生命之本,其工程、物资和服务采购选商,是招标管理首先面临的工作。选商质量优劣对项目建设期投资控制、安全监管和工程总体质量把控具有重要意义。为保证企业招标选商合法合规,持续提升招标管理水平和工程建设质量,在招投标过程结束合同履约期内或履约期满后,通过有序组织领导,抽取一定数量招标项目,设置后评价指标,确定后评价方法,建立后评价体系,应用电子招标交易平台生成的大量招投标过程数据和合同履约期有关资料,对抽取的招标项目逐一进行招投标、合同签订及履约全过程复盘评价,查找问题所在,总结成果经验,建立各方有效反馈机制,就招标项目后评价实操过程有关内容提出建设性意见,为企业开展招标项目后评价提供有力参考,促进企业招投标质量持续提升。

Quality is the essence of enterprise life,and the selection of project,material and service procurement is the first task faced by bidding management.The quality of selection is of great significance to the investment control,safety supervision and overall quality control of the project during construction.In order to ensure the legal compliance of enterprise tender selection,and continue to improve the level of bidding management and project construction quality,afer the completion of the contract performance period or the expiration of the performance period,it is necessary to select a certain number of bidding projects through orderly organization and leadership,set post-evaluation indicators,determine post-evaluation methods,establish post-evaluation system,apply a large number of bidding process data generated by the electronic bidding trading platform and relevant information of contract performance period,conduct review and evaluation on the whole process of bidding,contract signing and contract performance of the selected bidding projects one by one,and find out the problems,summarize outcomes and experience,and establish effective feedback mechanisms for all parties.Then,some constructive opinions are put forward on the relevant contents of the practical operation process of post-evaluation of bidding projects,so as to provide a strong reference for enterprises to carry out post-evaluation of bidding projects,and promote continuous improvement in the quality of enterprise bidding.
