Building the China-Madagascar Maritime Community with a Shared Future:Advantages and Achievements Through the Prism of the“21^(st) Century Maritime Silk Road”Initiative

2023年是共建“21世纪海上丝绸之路”倡议提出十周年。该倡议旨在加强中国与沿线国家的务实合作,促进蓝色经济发展与海洋文化交融,推动构建海洋命运共同体。马达加斯加与中国拥有悠久的海上丝路渊源,是首批同中国签署共建“一带一路”谅解备忘录的非洲国家。新世纪以来,两国在“21世纪海上丝绸之路”倡议框架下充分发挥发展目标契合和资源能力互补两大优势,取得辐射渔业、港口基建、海洋旅游、海洋科考、海上安全等多领域的务实合作成果。构建中马海洋命运共同体成效显著,不仅在中非共建蓝色伙伴关系中发挥示范效应,也为全球海洋治理和南南合作提供路径参考,尽管在合作广度和深度上面临一些挑战,但总体来说构建中马海洋命运共同体前景广阔。

2023 marks the tenth anniversary of the“21^(st) Century Maritime Silk Road”initiative,which aims to strengthen practical cooperation between China and countries along the Maritime Silk Road,promotes the development of the blue economy and the integration of maritime culture,and advances the construction of a maritime community with a shared future.Madagascar has been in contact with China through the Maritime Silk Road for centuries.Today,Madagascar is one of the first African countries to have entered into a memorandum of understanding with China on the Belt and Road st Initiative.Since the beginning of 21 century,China and Madagascar have fully tapped into two major st advantages of maritime cooperation within the framework of the“21 Century Maritime Silk Road”Initiative:development goals compatibility and resources and capabilities complementarity.This has allowed both parties to achieve practical cooperation results in many fields,including fisheries,port infrastructure,marine tourism,marine scientific expeditions and maritime security.The fruitful construction of the China-Madagascar maritime community with a shared future not only plays a demonstration role in the building of China-Africa blue partnership,but can also serve as a guidepost for global ocean governance and South-South cooperation.Although there are some challenges in broadening and deepening cooperation between China and Madagascar,on the whole,the construction of the China-Madagascar maritime community with a shared future enjoys broad prospects from the st perspective of the“21^(st) Century Maritime Silk Road”.
