Analysis on the Evolution of China’s Africa Policy from the Perspective of the“Principles of Pursuing the Greater Good and Shared Interests”

2023年时值习近平主席访问非洲并提出正确义利观十周年。过去十年中,习近平在多种场合提及或详细论述正确义利观,基本形成了一个内容丰富、科学完备的理论体系。正确义利观的内在逻辑是义利合一、义利转化、义利平衡、以义为质。正确义利观为观察我国对非洲政策变化提供了一个全新的视角。可以说,我国对非洲政策经历了重义轻利、互惠互利以及义利兼顾三个主要阶段。这种变化是最高决策者理念、国家实力和中非关系结构变化等多种因素共同决定的。在正确义利观指导下,中非关系发展处于历史最好时期。这在理论和实践两个方面有力地驳斥了某些西方国家“新殖民主义”“债务陷阱”等诬陷中国的言论,有助于提升习近平外交思想的国际影响力,也有助于提升我国的外交话语权。

The year of 2023 marks the tenth anniversary of President Xi Jinping’s visit to Africa and the proposal of the“Principles of Pursuing the Greater Good and Shared Interests”.Over the past decade,President Xi has repeatedly mentioned or elaborated on the principles on various occasions,forming a rich and scientifically sound theoretical system.The 20th Party Congress report once again emphasized,“Adhering to the principles of sincerity,real results,amity and good faith and the principles of pursuing the greater good and shared interests,strengthening unity and cooperation with developing countries,and safeguarding the common interests of developing countries.”In terms of the principles of shared interests and the greater good,each is of vital importance,but more emphasis is given to the latter.The“Principles of Pursuing the Greater Good and Shared Interests”provides a new perspective for observing the changes in China’s policy towards Africa.It can be said that China’s policy towards Africa has gone through three main stages:prioritizing the greater good over interests,mutual benefit,and consideration of both good and interests.These changes are determined by a variety of factors,including the ideology of the highest decision-makers,national strength,and changes in Sino-African relations.Under the guidance of the“Principles of Pursuing the Greater Good and Shared Interests”,Sino-African relations are at their best in history.This strongly refutes accusations from some western countries of“neo-colonialism”and“debt traps”,and contributes to the international infl uence of Xi Jinping’s diplomatic thought and enhances China’s diplomatic discourse power.
