摘要
学前教育优质发展意味着不仅要“有园上”,更要“上好园”,学前教育在普惠的基础上实现优质发展具有重要意义。学前教育优质发展能够满足人民群众对高质量学前教育的美好需求,实现公民教育权利的实质平等。当前学前教育发展仍面临着教育资源区域间及区域内的不充分不均衡、课程设置科学性不足、教师队伍结构性失衡、教育监测评价及反馈效果不佳、人口集聚效应引发的教育资源挤压和两极化等现实困境。新形势下,必须坚持问题导向,采取加大政府投入、优化学前课程设置、推进科学保教保育、完善教育评价体系、适时调整教育资源等策略,进一步推进学前教育优质发展。
The high-quality development of preschool education means not only to“have a kindergarten”,but also to“a better kindergarten”.It is of great significance for preschool education to achieve high-quality development on the basis of universal benefits.The high-quality development of preschool education can meet the glorious needs of the people for high-quality preschool education and realize the substantive equality of citizens’education rights.At present,the development of preschool education is still faced with such realistic difficulties as insufficient and unbalanced education resources between and within regions,insufficient scientific curriculum,unbalanced teacher team structure,poor education monitoring and evaluation and feedback effect,and education resources squeeze and polarization caused by population agglomeration effect.Under the new situation,we must adhere to the problem-oriented approach,adopt strategies such as increasing government input,optimizing preschool curriculum,promoting scientific health care,parenting and education,improving the education evaluation system,and timely adjusting educational resources to further promote the high-quality development of preschool education.
