东北老工业城市低效工业用地再开发研究

RESEARCH ON THE REDEVELOPMENT OF INEFFICIENT INDUSTRIAL LAND UNDER THE ASSESSMENT OF ECONOMIC INEFFICIENCY AND ECOLOGICAL NEEDS

城市更新与转型背景下,因东北老工业城市生态空间不足导致人居环境问题日益尖锐,而低效工业用地再开发为城市生态改善提供了契机。目前,低效工业用地再利用主要以经济效益提升为核心导向,缺乏对城市生态优化的考量。针对老工业城市的共性生态问题和城市更新目标,以哈尔滨为研究案例,提出低效工业用地识别与评估的“经济低效度—生态需求度法”。研究结果表明,在识别出的531块低效工业用地中,有139块实行退二进绿策略,面积占比34.4%。根据各生态服务需求度的差异,绿地分为四类,并给出相应的再开发策略。在以生态优先的国土空间规划体系下,研究结果可为城市低效工业用地再开发提供新的研究视角和决策依据。

Under the background of urban renewal and transformation,environment problems of human settlement caused by the lack of ecological space in the old industrial cities are increasingly acute,for which the redevelopment of inefficient industrial land provides an opportunity for the improvement of urban ecology.At present,the reuse of inefficient industrial land mainly focuses on improving economic benefits lacking consideration for urban ecological optimization.Taking Harbin as the case,this paper proposes the economic inefficiency degree-ecological demand degree method for the identification and evaluation of inefficient industrial land.The results show that 139 are imple⁃mented with the strategy of returning to green out of the 531 identified inefficient industrial land accounting for 34.4%of the total area.According to the differences in demand for various ecological services,green spaces are di⁃vided into four categories,and corresponding redevelopment strategies are provided.The results may provide a new research perspective and decision-making basis for the redevelopment of low-efficiency industrial land in urban areas under the ecological priority system of territorial space planning.
