Environmental Information Disclosure and Technological Progress of Foreign Enterprises

促进绿色生产和提高企业技术水平是中国式现代化的重要特征。基于中国277个地级市的微观外资企业数据,利用《环境空气信息质量标准(2012)》的实施作为外生冲击,采用双重差分法探讨环境信息披露对我国外资企业技术进步的影响。结果表明:环境信息披露能够倒逼外资企业进行技术创新,使企业专利申请数量显著增加。但是政策在一定程度上对外资企业全要素生产率产生了负面冲击,且主要体现在重污染行业和创新能力低的外资企业中。因此,在推进环境信息披露的同时,应支持和鼓励外资企业创新发展,加快外商投资绿色低碳升级,提高利用外资质量。

Promoting green manufacturing and improving the technical level of enterprises are important features of Chinese modernization.Based on the micro-data of foreign-funded enterprises in 277 prefecture-level cities in China,we use the implementation of the Environmental Air Information Quality Standard(2012)as an exogenous shock to study the impact of environmental information disclosure on the technological progress of foreign-funded enterprises in China.It is shown that environmental information disclosure can force foreign-funded enterprises to carry out technological innovation and significantly increase the number of patent applications.However,to a certain extent,the policy has a negative impact on the TFP of foreign-funded enterprises,which is mainly reflected in heavily polluting industries and foreign-funded enterprises with low innovation ability.The conclusion provides useful policy implications for improving the quality of foreign investment in China against the background of environmental protection.
