京津冀环境基本公共服务评价及提升路径研究

Research on Evaluation and Promotion Path of Environmental Basic Public Services in Beijing,Tianjin and Hebei

随着公众需求层次的上升,人们对环境基本权益越来越关注,以满足公众基本环境需求为目标的环境基本公共服务逐渐纳入国家基本公共服务范围。从“投入-产出-质量”三个维度构建环境基本公共服务评价指标体系,并对2011—2017年京津冀地区的环境基本公共服务水平进行测算。研究发现,京津冀环境基本公共服务存在投入不足、服务水平不均衡、质量不高等问题。因此,应该进一步加大京津冀环境基本公共服务投入水平、推动区域环境基本公共服务均等化、设立环境基本公共服务的标准体系以及评估和监督制度。

With the rise of the level of public demand,people pay more and more attention to the basic rights and interests of the environment,and the environmental basic public services aiming at meeting the basic environmental needs of the public are gradually included in the scope of national basic public services.The evaluation index system of environmental basic public services was constructed from three dimensions of“input-output-quality”,and the level of environmental basic public services in the Beijing-Tianjin-Hebei region from 2011 to 2017 was measured.It is found that there are some problems such as insufficient investment,unbalanced service level and low quality of environmental basic public services in the Beijing-Tianjin-Hebei region.Therefore,some measures should be taken such as further increasing the level of investment in environmental basic public services in the Beijing-Tianjin-Hebei region,promoting the equality of regional environmental basic public services,and establishing a standard system of environmental basic public services as well as an evaluation and supervision system.
