河北省资源型城市低碳转型效率与对策——以唐山市为例

摘要 对河北省资源型城市唐山市2010—2019年的低碳转型效率情况进行了研究。首先,从经济转型、社会转型、环境转型、低碳转型4个方面选取16项指标来建立唐山市低碳转型效率评价指标体系。其次,通过熵值法计算出各个指标的权重,利用TOPSIS法分别计算出每个指标到最优理想解和最劣理想解的欧氏距离作为评价依据。最后,计算出各评价对象的相对贴近程度并对其排序。结果表明:在经济转型方面,唐山市经济转型效率逐年上升,但基本处于中级阶段,第三产业产值占GDP比重权重最大;在社会转型方面,唐山市在2017后反而处于低水平阶段;在环境转型方面,唐山市在2019年后达到了较高级阶段;最后,在低碳转型方面,唐山市从2016年以后进入到了中级阶段,相对贴近度也在逐年上升,但上升的幅度不大,且一直保持在中级阶段,还有很大的上升潜力和空间。 This paper studies the low-carbon transformation efficiency of Tangshan City,a resource-based city in Hebei Province,from 2010 to 2019 was studied.Firstly,16 indicators are selected from four aspects of economic transformation,social transformation,environmental transformation and low-carbon transformation to establish the evaluation index system of low-carbon transformation efficiency in Tangshan City.Secondly,the weight of each index is calculated by entropy method,and the Euclidean distance from each index to the optimal ideal solution and the worst ideal solution is calculated by TOPSIS method as the evaluation basis.Finally,the relative closeness degree of each evaluation object is calculated and sorted.The results show that:in terms of economic transformation,its efficiency in Tangshan City has increased year by year,but it is basically in the intermediate stage,and the output value of the tertiary industry accounts for the largest proportion of GDP;in terms of social transformation,Tangshan City is at a low level after 2017;in terms of environmental transformation,Tangshan City has reached a higher stage after 2019;and in terms of low-carbon transformation,Tangshan City has entered the intermediate stage since 2016,and the relative closeness degree is also increasing year by year,but the increase is not large,and it has remained in the intermediate stage,and there is still great potential and space for growth.
