中国的警务现代化建设经历了70多年的发展演变,以改革开放和党的十八大为时间界点,大致分为三个阶段。工作目标由保护新生政权转变为维护社会主义经济制度,再到满足人民对美好生活的向往和追求;方式方法由社会控制转变为社会管理,再到社会治理;主要措施由镇压反革命转向打击犯罪,再到服务管理并重;警务模式由传统警务转变为世界警务,再到中国式警务现代化;警民关系从问安全于民发展为问发展于民,再到问计问需于民。必须将新时代的中国警务现代化建设置于国家治理体系和治理能力现代化建设的理论框架下统筹思考,走具有中国特色、符合时代特点的中国式警务现代化道路。始终坚持党对公安工作的绝对领导,坚持执法公正、纪律严明、分工明确、协同作战的方法论,遵循稳中求进、行稳致远的原则,体现人类命运共同体理念,健全领导机制、运行机制、协调机制、防控机制和保障机制,确保思想上的引领性、宗旨上的人民性、主体上的多元性、理念上的服务性、能力上的专业性、落实上的精准性、应用上的智慧性、工作上的连续性、职能上的均衡性和管理上的规范性。

The construction of police modernization in China has undergone more than 70 years of development and evolution,which can be roughly divided into three stages:the guiding ideology has evolved from Mao Zedong Thought to the theoretical system of socialism with Chinese characteristics,and then to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era;the work objectives have transformed from protecting the new regime to safeguarding the socialist economic system,and then to satisfying the people’s yearning for a better life;the management mode has shifted from social control to social management,and then to social governance;the main measures have changed from suppressing counter-revolution to combating crimes,and then to emphasizing service-oriented management;the police model has transformed from traditional policing to global policing,and then to Chinese-style modernized policing;the relationship between police and the people has evolved from focusing on ensuring security for the people to focusing on promoting development for the people,and then to consulting and meeting the needs of the people.The construction of police modernization in China in the new era must be comprehensively considered within the theoretical framework of national governance system and governance capacity modernization.It should follow the path of“Chinese-style Police Modernization”with Chinese characteristics and in line with the characteristics of The Times.It is necessary to adhere to the worldview of the Party’s absolute leadership over public security work,establish the methodology of fair law enforcement,strict discipline,clear division of labor and coordinated combat,follow the principles of seeking progress in stability and achieving long-term stability,embody the concept of a community with a shared future for mankind.We must improve mechanisms of leadership,operational,coordination,prevention and control,and guarantee in order to ensure the ideological guidance,the people-oriented purpose,the diverse subjects,the service-oriented concepts,the professional capabilities,the accurate implementation,the intelligent application,the continuous work,the balanced functions,and the standardized management.
