Application and Risk Regulation of Artificial Intelligence Technology in Police Work

在警务工作中应用人工智能,能够提升交通管理、判定嫌疑人、打击犯罪行为的工作效率,但是技术的不稳定性、不完善性等也带来了潜在风险,过度依赖人工智能会增加警务工作风险。因此,在警务工作中更要用严谨的态度来面对需要承担的科学风险,在保持现有的人工智能技术储备的情况下,更应该对其进行引导,并进行有效运用。以人工智能技术与警务工作的内在逻辑为切入点,对人工智能技术用于基层工作的情景进行说明并分析当前工作中存在的潜在风险,提出明确人类活动的主体地位、优化警务工作中“人一机”的分工、公民数据参与和双向赋权、打造多元主体联合治理模式等规避风险的策略,进一步提升警务工作中人工智能应用的合理性与安全性。

The application of artificial intelligence in police work can improve the efficiency of managing traffic,identifying suspects and combating criminal behavior,but it also brings potential risks due to technical instability and imperfection.If an excessive reliance on artificial intelligence can increase the risk of policing work.Therefore,we should treat technological risks with a scientific and rigorous attitude in police work.In the case of maintaining the existing artificial intelligence technology reserve,it should be guided and used effectively.Based on the internal logic of artificial intelligence technology and police work,this paper explains the situation of artificial intelligence technology used in grass-roots work and analyzes the potential risks in the current work.It puts forward some risk avoidance strategies such as clarifying the subject status of human activities,optimizing the division of“man and machine”in police work,citizen data participation and two-way empowerment,and building a multi-subject joint governance model,so as to further enhance the rationality and security of artificial intelligence application in police work.
