建国70年来农村教师培训管理的历史嬗变、特征及启示——以江西省永修县为例

Historical Evolution,Characteristics and Enlightenment of Rural Teacher Training Management in the 70 Years since the Founding of PRC:A Case Study of Yongxiu County

农村地区是全面实现教育振兴的战略要地,而提高农村教师的整体素质是发展农村教育的关键。建国70年来,永修县农村教师培训管理经历了曲折探索期(1949—1977)、恢复重建期(1978—1998)、巩固发展期(1999—2009)及深化创新期(2010—2019)四个发展阶段,其嬗变历程呈现出培训价值人本化、培训目标公平化、培训内容综合化、培训政策本土化、培训机构专业化五大变迁特征。这一历程对新时代农村教师培训管理具有重要启发意义。鉴于此,新时代农村教师培训管理需立足农村地区现实需要,强调以师为本的培训价值、坚持公平均衡的培训目标、完善多元综合的培训内容、制定乡土特色的培训政策、发展专业化本土化的培训机构。

Rural areas are the strategic place for comprehensively realizing the revitalization of education,and improving the quality of rural teachers is the key to developing rural education.In the past 70 years since the founding of the People's Republic of China,rural teacher training management in Yong xiu County has gone through four development stages:tortuous exploration period(1949—1977),restoration and reconstruction period(1978—1998),consolidation and development period(1999—2009)and deepening innovation period(2010—2019),showing five characteristics of teacher-centered training value,fairness of training objectives,training content integration,localized training policy and professional training institutions.Reviewing this course is of great enlightening significance for rural teacher training management in the new era.In view of this,the rural teacher training management in the new era should be based on the practical needs of rural areas,emphasize the teacher-oriented training value,adhere to the fair and balanced training objectives,improve the diversified and comprehensive training content,formulate the training policies with local characteristics,and develop professional and localized training institutions.
