“三治融合”视野下新乡贤参与乡村治理的实践路径与作用机制研究——基于上海市D村“乡贤治村”的实证考察

Research on the Practical Path and Action Mechanism of New Able Villagers Participating in Rural Governance under the Perspective of“Three Governance Integration”——Based on the Empirical Investigation of“Governing the Village by New Able Villagers”in D Village of Shanghai

“三治融合”乡村治理体系建设是加快推进乡村治理体系与治理能力现代化进程的重要抓手。通过对新乡贤与“三治融合”的概念内涵剖析发现,新乡贤与“三治融合”治理体系建设间具有内在耦合性。基于对上海市D村“乡贤治村”的实证考察,新乡贤通过引领村民自治、提升乡村德治、促进乡村法治等实际行动构建了赋能“三治融合”的实践路径。以打造“共同体”为导向,从理念形塑、规范引导、目标整合等方面探究新乡贤赋能“三治融合”的作用机制,以期推进“三治融合”乡村治理体系建设进程与乡村振兴战略落地见效。

The construction of“three-governance integration”rural governance system is an important starting point to accelerate the modernization of rural governance system and governance capacity.By analyzing the concept connotation of new able villagers and“Three Governance Integration”,hold that there is internal coupling between new rural culture of virtue and the construction of“Three Governance Integration”governance system.At the same time,based on the empirical investigation of the village of D in Shanghai,it is believed that the new rural culture of virtue has built a practical path of empowering“three governance integration”by leading villagers’autonomy,promoting rural rule of virtue and promoting rural rule of law.Guided by building a“community”,we should explore the functional mechanism of new rural culture of virtue empowerment of“three-governance integration”from the aspects of concept shaping,normative guidance and goal integration,with a view to promoting the construction process of“three-governance integration”rural governance system,make the implementation of rural revitalization strategy effective.
