矿产资源规划与国土空间规划衔接的探讨

Discussion on the integration of mineral resources planning and territorial spatial planning

在构建国内国际双循环背景下,我国矿产资源主要来源和终端产品流向形成两头在外的格局。国土空间规划应考虑矿产资源在双循环体系下的定位,为矿产资源保护开发留下空间,确保“两个市场、两种资源”的联动。本文梳理了自然资源统一管理要求下,国土空间规划、矿产资源规划、矿业权设置区划三个层次规划管理工具的逻辑关系,指出构建国内国际双循环必然要求矿产资源国内开发和国际贸易联动,国土空间规划应当为矿产资源安全联动提供国内矿产资源开发空间。基于矿产资源的经济价值和生态价值,本文提出不同国土空间下、不同特点矿产资源分层次的保护和利用原则,为构建国土空间规划、矿产资源规划、矿业权设置区划三个层次的空间治理体系提供建议。

Under the background of dual circulation of the economy,oversea market is both the source and the end of China's mineral products.Land space planning should consider the position of mineral resources in the dual cycle,leaving space for the protection and development of mineral resources,and ensure the linkage of"two markets,two kinds of resources".This paper explains the logical relationship of the three-level tools of territorial spatial planning,mineral resources planning and mining right zoning under the requirements of unified natural resources management.It also points out that the dual cycle of mineral resources inevitably requires the linkage between domestic development and international trade.It is also necessary that territorial spatial planning should provide the domestic mineral resources development space for the linkage of mineral resources security.Based on the economic value and ecological value of mineral resources,this paper finally puts forward the principle of hierarchical protection and utilization of mineral resources with different territorial space and different characteristics,which serves as references for the spatial management system construction of territorial spatial planning,mineral resources planning and mining rights zoning.
