中国式现代化场域下党内法规体系再完善的实践逻辑与推进路径

Practical Logic and Promotion Path of Re-perfection of Inner-Party Law Systemin Field of Chinese Modernization

在中国式现代化场域下,党内法规体系的再完善需遵循阶段性完善和发展性完善辩证统一的制度和实践逻辑。一方面,党内法规体系需突破既有的阶段性制度建设成果,实现从“比较完善”向“完善”的跃升;另一方面,需要着眼于“中国式现代化”衍生出“中国式法治现代化”命题的具体要求,推动制度更新再造,实现党内法规体系的再完善。具体而言,就是强化核心价值引领,将“坚持以人民为中心”“依法治国、制度治党和依规治党”“中国特色”价值贯穿到党内法规体系再完善过程的始终,牢牢把握党的领导与全面从严治党这两个关键“密码”,持续推进党的领导和自我革命两个方面的制度规范体系建设,紧紧围绕依法治国和依规治党的两大基本目标,着力完善党规国法衔接协调制度规范体系、党的组织建设和组织保障方面的制度规范体系。

In the field of Chinese modernization,re-perfection of the inner-Party legal system should follow the system logic and the practice logic of dialectical unity of phased perfection and developmental perfection.On the one hand,the inner-Party legal system needs to transcend the existing phased achievements in the construction of the system,realizing the leap from“relative perfection”to“perfection”.On the other hand,we need to focus on the specific requirements of the proposition of“Chinese modernization of the legal system”derived from“Chinese modernization”,promote the renewal and reconstruction of the system,and realize the re-perfection of the inner-Party legal system.Specifically,it is to strengthen the guidance of core values,running through the values of“people-centered”“law-based governance,running the Party with systems and regulations”“Chinese characteristics”in the process of perfecting the inner-Party legal system.Firmly grasp the two key points of the Party’s leadership and full and rigorous governance over the Party,and continue to promote the construction of the institutional and normative system of the Party’s leadership and self-revolution.Closely center on the basic goals of law-based governance and running the Party with regulations,and improve the institutional normative system of coordination of the Party’s rules and the state laws and the institutional normative system of the Party’s organizational construction and guarantee.
