The effective governance of complex societies is imperative.Governance activities and their evolutionary processes exhibit diversity,heterogeneity,and variability,necessitating the collection or verification of relevant information based on temporal,spatial,and contextual considerations.Understanding individualized or detailed social facts is crucial in deploying and organizing governance activities according to gathered information.The practice of "grasping the fundamentals" focuses on societal issues,generating highly irregular governance information based on policy or project requirements.The irregularity of information manifests primarily in the diversity of information types,non-standardization of information codes,incommensurability of information content,and variations in the clarity of governance portraits.Grasping information supplements or corrects the foundational information of national governance and standardizes the information logic of national governance operations,including individualized orientations,adaptive demands,continuous logic,and flexible capabilities.Grounded in the differentiation of individual units,these logics elucidate how governance information is produced and how it impacts national governance operations.Future efforts should continuously empower diverse actors in national governance,enhance the visibility,openness,and interactivity of the information process,and continuously strengthen and optimize the information foundation of good governance.The theoretical analysis of irregular information reveals the information logic of national governance,also responding to the significance of the surge in investigation and research.
