传统农区宅基地制度改革的实践困境与路径选择——基于功能变迁视角的分析

Practical Difficulties and Path Choices of Reform of the Traditional Rural Homestead System——Based on Analysis from the Perspective of Functional Change

明确传统农区宅基地制度改革的实践困境和路径选择,对于提升传统农区宅基地利用效率、优化土地资源配置和管理、推动乡村振兴战略实施具有重要作用。传统农区因受到经济发展水平、资源禀赋条件和乡村社会环境等方面的制约,在宅基地制度改革过程中面临权衡宅基地权利公平与宅基地利用效率的两难问题,相关政策难以落地或实施效果不佳。为此,提出完善农村宅基地的居住保障功能,显化农村宅基地的财产性功能,建立健全相关配套措施,因地制宜推进传统农区宅基地制度改革的对策建议。

Clarifying the practical difficulties and path choices in the reform of the traditional rural homestead system plays an important role in improving the efficiency of rural homestead utilization,optimizing land resource allocation and management,and promoting the implementation of the rural revitalization strategy.Traditional agri-cultural areas are constrained by factors such as economic development level,resource endowment conditions,and rural social environment.In the process of reforming the homestead system,there is a dilemma of balancing the fairness of homestead rights and the efficiency of homestead utilization.Relevant policies are difficult to implement or have poor implementation effects.Therefore,it is proposed to improve the residential security function of rural homesteads,highlight the property function of rural homesteads,establish and improve relevant supporting measures,and promote the reform of the traditional rural homestead system according to local conditions.
