网格团体文化理论视角下的志愿者组织治理

Volunteer Organization Governance from the Perspective of Grid Group Culture Theory

当社会出现重大突发事件时,志愿者组织能够满足应急管理的多元需求,而应急响应和管理机制的完善是志愿者组织迫切需要解决的实际问题。本文从“网格团体文化理论”核心概念出发,分析当前志愿者组织在应对重大突发事件时的突出问题,并从敏捷治理、韧性治理进行分析,通过构造“抉择主义”、“团体主义”和“平等主义”探究如何做到高质量治理志愿者组织,尤其是如何改善志愿者组织在应急管理等情境下治理能力薄弱的问题,以期进一步推动志愿者组织高效治理和社会多元治理的有机结合。

When there is a major emergency in the society,volunteer organizations can meet the diverse needs of emergency management,and the improvement of emergency response and management mechanisms is a practical problem that volunteer organizations urgently need to solve.Based on the core concept of"grid group culture theory",this paper analyzes the existing problems of volunteer organizations in responding to major emergencies,analyzes agile governance and resilience governance,deepens and expands the cultural theory,and explores how to achieve high-quality governance of volunteer organizations,especially how to improve the weak governance capacity of volunteer organizations in emergency management and other situations,in order to achieve high-quality autonomy of non-profit organizations,and truly realize the high-level supply and efficient response of volunteer organizations in public crises and major emergencies.
