乡村社会治理与生态文明一体化推进研究

A Study on Advancing Integration of Rural Social Governance and Ecological Civilization

乡村社会既是绿水青山的直接守护者,也是基层社会治理的关键行动者。调研发现,缺乏系统谋划的乡村社会治理行为和生态文明建设行动可能产生重复指令和资源浪费,并在乡村社会中形成竞争性或替代性的选择,影响战略实施的效能。以系统观念为视角研究发现,乡村生态文明建设和乡村社会治理现代化实践具有一体化推进的历史机遇性,两者间战略主体的一致性、战略目标的互促性和战略行动的协同性为一体化推进带来了可行性。建议从社会动员、法治保障、重大行动和督察考核四个路径一体化推进,系统处理振兴与治理、发展与安全、美丽与平安、传承与创新的关系,促进乡村振兴,建设美丽乡村。

Rural society is not only the direct guardian of lucid waters and lush mountains,but also the key actor of grassroots social governance.On one hand,the findings of the survey show that the lack of systematic planning in terms of behaviors regarding rural social governance and actions towards ecological civilization construction may lead to repeated instructions and waste of resources,and form competitive or alternative choices in rural society,which will affect the effectiveness of strategy implementation.On the other hand,based on the system concept,it is found that the practice of rural ecological civilization con-struction and social governance modernization is endowed with the historic opportunity of integrated ad-vancement,and the consistency of strategic subjects,the mutual promotion of strategic goals and the syn-ergy of strategic actions between the two have brought feasibility to the integrated advancement.Generally speaking,it is suggested that the four paths of social mobilization,rule of law guarantee,major actions,supervision and assessment should be integrated and advanced to systematically deal with the relationship between revitalization and governance,development and security,beauty and safety,inheritance and in-novation,which will promote rural revitalization and the building of beautiful countrysides.
