摘要 新一代信息技术的飞速发展正重塑着传统教育结构和教育形态,智慧教育成为教育变革的全球性共识,这为受教育权公平优质化发展提供了新的驱动力。然而,立足系统论思维可以发现,现有受教育权利保障路径已无法适应智慧教育发展形势。当前,受教育权不仅受到区域差距、技术发展局限性、资本炒作、监管缺位等智慧教育系统外部环境的制约,还受限于教育系统内部源生动力不足带来的工具理性和价值理性失衡风险。需通过推进理念转型,划定技术底线守住人本价值;优化制度供给,打造科学规范的权利保障体系;盘活监管机制,强化责任落实做好风险防控;提升制度效能,推动“外联内培”双向发力等方式,助力智慧教育真正成为人人享有的教育福祉。 The rapid development of a new generation of information technology is reshaping the traditional education structure and education form,and smart education has become a global consensus on educational reform,which provides a new driving force for the fair and high-quality development of the right to education.However,based on the thinking of system theory,it can be found that the existing path of protecting the right to education can no longer adapt to the development situation of smart education.At present,the right to education is not only constrained by the external environment of the smart education system,such as regional gaps,limitations in technological development,capital speculation,and lack of supervision,but also by the risk of imbalance between instrumental rationality and value rationality caused by insufficient endogenous power within the education system.It is necessary to promote the transformation of concepts and delineate the bottom line of technology to maintain people-oriented values;Optimize institutional supply and create a scientific and standardized rights protection system;Revitalize the supervision mechanism,strengthen the implementation of responsibilities,and do a good job in risk prevention and control;Improve institutional efficiency and promote the two-way development of“outreach and internal training”to help smart education truly become an educational well-being enjoyed by everyone.
