党的民族理论政策的守正创新——基于历次中央民族工作会议的研究

The Persistence and Innovation of the Party’s Ethnic Theory:Based on Previous Studies of the Central Ethnic Work Conferences

历次中央民族工作会议在党的民族理论政策发展史上具有里程碑式意义,不仅统一了政、学两界的民族理论和民族政策分歧,更是促进了党的民族理论和民族政策不断发展和创新。综观历次中央民族工作会议所强调的党的民族理论和民族政策,有继承,有发展,更有创新。历次中央民族工作会议都继承了以民族平等、民族团结、民族区域自治和各民族共同繁荣为主要内容的民族理论政策的基本框架,并且根据时代需要对基本框架进行了发展完善。党的十八大以来,以习近平同志为核心的党中央因应国内国际形势的发展变化,创新性地形成了新时代“习近平总书记关于加强和改进民族工作的重要思想”。其中,推动各民族共同走向现代化和铸牢中华民族共同体意识是这一思想的两个重要内容。历次中央民族工作会议视角下的民族理论和民族政策既坚持了马克思主义的一脉相承性又体现了马克思主义中国化、时代化,既有包容性又有现实针对性。

The Central Ethnic Work Conference has a milestone significance in the history of the development of the Party’s ethnic theory and policy,which not only unified the ethnic theory and ethnic policy differences between the political and academic circles,but also promoted the continuous development and innovation of the Party’s ethnic theory and policy.Looking at the Party’s ethnic theory and policy emphasized at the Central Ethnic Work Conferences,we can find inheritance,development,and innovation.All the Central Ethnic Work Conferences have inherited the basic framework of ethnic theory and policy with ethnic equality,ethnic unity,regional ethnic autonomy and common prosperity as the main contents,and have developed and improved the basic framework in accordance with the needs of the time.Since the 18th CPC National Congress,the Party Central Committee with comrades Xi Jinping as the core has innovatively formed the“General Secretary Xi Jinping’s Important Thought on Strengthening and Improving Ethnic Work”in the new era in response to the development and changes in the domestic and international situation.The two important contents of this thought are to promote the common modernization of all ethnic groups and to cast a strong sense of community of the Chinese nation.The ethnic theory and policy of all the Central Ethnic Work Conferences not only adhere to the continuity of Marxism,but also reflect localization of Marxism in China with time;It is both inclusive and realistic.
