实现共同富裕是我国的新时代发展目标,第三次分配是实现共同富裕的重要途径。在新时代背景下以第三次分配促进共同富裕,必须正视和充分认识第三次分配有助于调节收入分配、有助于吸纳社会成员参与、有助于涵养向善文化等制度优势。从三个方面扎实推进共同富裕:一是加强慈善组织建设,推动公益组织规范化、专业化发展;二是落实慈善激励机制,发挥财政手段对社会公益的激励作用;三是推动慈善文明发展,倡导全民公益价值观,培育公益文化。

Achieving common prosperity is China's development goal in the new era,and the third distribution is an important way to achieve common prosperity.In the context of the new era,we must apply the third distribution to promote common prosperity.We must face up to and fully understand the institutional advantages of the third distribution,which is conducive to regulating income distribution,helping to attract the participation of social members,and helping to cultivate a culture of goodness,so as to solidly promote common prosperity from three aspects:first,strengthen the construction of charitable organizations:promote the standardization and professional development of public welfare organizations;second,implement the charity incentive mechanism:give full play to the incentive role of financial means for social welfare;third,promote the development of philanthropic civilization:advocate the values of public welfare for all people and cultivate a culture of public welfare.
