Exploring the Practical Path of Party Building Leading Rural Revitalization——An Empirical Study Based on the Process of Creating Five-star Branches in Villages

党建引领乡村振兴是社会转型期完善乡村治理体系、提升乡村治理能力、推进农业农村现代化的重要制度安排,对于推动多主体协同共治、提升社会整体治理水平具有深刻的意义。本文以中部省份村庄的五星支部创建活动为例,发现党建引领乡村振兴的有效运行是一个统筹兼顾、凝聚治理合力的过程,省级层面通过将国家战略具象化、多维激励设置和多部门协同为基层党建提供了动员激励和方向指引,县乡层面通过机构改革、观摩评比和全程监督为基层党建提供了执行保障,村庄层面则通过阵地建设、制度建设、组织建设和资源整合实现了党建与村民的有效对接。这一过程使得科层制自上而下的党建动力与乡村社会自下而上的治理实践紧密结合,重建乡村秩序与促进乡村发展紧密结合,激发内生动力与注入外生活力紧密结合,从而为党建引领乡村振兴、促进乡村有效治理提供了一条切实有效的实践路径。

Party building leading rural revitalization is an important institutional arrangement to improve rural governance system,enhance rural governance capacity and promote agricultural and rural modernization during the social transformation period,and it has profound significance in promoting cooperative governance of multiple subjects and improving the overall governance level of society.Taking the establishment of five-star branch in villages in central provinces as an example,the effective operation of Party building leading rural revitalization is a process of coordination and cohesion in governance.At the village level,Party building is effectively connected with villagers through the construction of positions,systems,organizations and resource integration.This process closely combines the top-down party building dynamics of the sectional system with the bottom-up governance practices of the rural society,closely combines the rebuilding of rural order with the promotion of rural development,and closely combines the stimulation of endogenous dynamics with the injection of external vitality,thus providing a practical and effective path for party building to lead rural revitalization and promote effective rural governance.
