农业数字化减贫效应分析

Comprehensive Evaluation of Agriculture Digitization and Its Poverty Reduction Effect Analysis

为探究农业数字化的减贫效应,在厘清农业数字化对农村贫困影响机理的基础上,基于2014—2020年我国30个省份的面板数据,采用纵横向拉开档次法对农业数字化水平进行综合评价,进一步实证检验农业数字化的减贫效应。结果表明:(1)从时序特征来看,考察期内我国农业数字化水平呈稳步上升态势;(2)从空间特征来看,农业数字化水平总体呈现东、中、西递减态势;(3)农业数字化显著降低了农村贫困,即减贫效应显著,且该效应在中部地区强于东、西部地区。最后,为推动我国农业数字化发展,优化农村减贫路径,本文提出要推行差异化发展策略、完善数字化基础设施建设和提高农业劳动者数字能力的政策建议。

To explore the poverty reduction effect of agricultural digitalization,on the basis of clarifying the impacting mechanism of agricultural digitalization on rural poverty.Based on the panel data of various provinces in China from 2014 to 2020,this article adopted the vertical and horizontal splitting grade method to comprehensively evaluate the level of agricultural digitalization,and further empirically test the poverty reduction effect of agricultural digitalization.The results indicated that:(1)from the perspective of time series characteristics,the level of agricultural digitization in China showed a steady upward trend during the investigation period;(2)From the perspective of spatial characteristics,the overall level of agricultural digitization showed a decreasing trend in the east,middle and west;(3)The digitization of agriculture had significantly reduced rural poverty,indicating a significant poverty reduction effect,which was stronger in the central region than in the eastern and western regions.Finally,in order to promote the digital development of China's agriculture digitization and optimize the path of rural poverty reduction,this paper proposed to put forward some policy suggestions to implement the differentiated development strategy,improve the construction of digital infrastructure and improve the digital ability of agricultural laborers.
