政党是中国现代国家建构的主导性力量,中国共产党领导是历史和人民的选择。近代中国面临的主权不独立、政权分割以及政治组织的缺失不仅是晚清帝国的危机遗产,也赋予了中国由政党主导建立国家的历史合理性。由于中国共产党在革命中的政党权威、有效的社会化动员以及为处于混乱中的社会结构和社会关系提供的制度供给,使中国共产党在国家失败和社会分裂的基础上承担起了主导与实现国家建设与政治建制的使命,并成为国家的合法性来源。在现代国家得以建立有效政权的基础上,建设以政党为主轴的国家执政体系、国家权力不断理性化的法治体系以及传统性与现代性有机统一的价值体系等战略框架,是推动中国共产党进行现代国家建设与实现中华民族伟大复兴的政治保证。

The party is the leading force in the construction of China's modern state,and the leadership of the Communist Party of China is the choice of history and the people.The independence of sovereignty,the separation of political power and the lack of political organization in modern China are not only the crisis legacy of the late Qing Empire,but also endow China with the historical rationality of establishing a country led by political parties.Limited by the authority of the party,effective social mobilization and institutional supplyof social structure and social relations in chaos brought by the revolution,the CPC has assumed the mission of leading and realizing national construction and political system on the basis of national failure and social division,and has become the source of national legitimacy.On the basis of the establishment of effective political power in modern countries,building a national ruling system with political parties as the main axis,a rule of legal system with continuous rationalization of state power,and a value system that organically integrates tradition and modernity is the political guarantee for the CPC to carry out modern state construction and realize the great rejuvenation of the Chinese nation.
