The Governance Dilemma of Arable Land Security in China and Its Solving Strategy

耕地是粮食生产的命根子,是提升粮食产能以保障农产品稳定供给的关键性因素。基于我国耕地保护取得的成就和经验,针对耕地供求矛盾突出、耕地质量下降、耕地生态保护任务艰巨、耕地“非粮化”现象普遍等问题进行分析,从树立新型耕地保护观、强化耕地科技支撑、提升耕地抗灾能力、提高耕地种粮效益等方面提出建议,以增强耕地生产能力、解决粮食安全问题和全面推进乡村振兴。

Arable land is the"lifeblood"of food production and a key factor in ensuring food production capacity and maintaining a stable supply of agricultural products.Based on the achievements and experiences of arable land protection in China,we analyze the problems such as prominent contradiction between arable land supply and demand,serious decline of arable land quality,difficult task of arable land ecological protection,and widespread phenomenon of"non-food"of arable land,and propose countermeasures in terms of establishing a new concept of arable land protection,strengthening arable land science and technology support,enhancing arable land disaster resistance,and improving the efficiency of arable land for food cultivation.The analysis will propose countermeasures to improve the production capacity of arable land,solve the problem of food security and comprehensively promote rural revitalization.
