“双碳”目标下中国“碳解锁”发展研究

Study on the Development of"Carbon Unlocking"in China under"Double Carbon"Targets

因经济发展对碳基技术、传统低碳经济发展模式、不适配制度和社会嵌入模式存在一定程度的路径依赖而引发的“碳锁定”问题,制约着中国经济的绿色低碳转型。目前,产业结构升级、绿色创新意愿、政府环境规制、受教育程度对“碳解锁”发展的影响尤为显著,中国“碳解锁”水平较低且存在回落现象,区域间“碳解锁”发展不平衡,尤其是东北地区“碳解锁”路径较其他地区选择余地更小。应从技术、经济、制度和社会四个维度入手,构建区域差异化的“碳解锁”机制,建立“多主体—多路径”的区域治理体系,进而推动绿色技术革新,助力“双碳”目标如期实现。

The carbon lock-in problem caused by the path dependence of economic development on carbon based technologies,traditional low-carbon economic development models,unsuitable systems,and social embeddings to a certain extent is constraining the green and low-carbon transformation of China's economy:At present,the upgrading of industrial structure,willingness for green innovation,government environmental regulations,and education level have a particularly significant impact on the development of carbon unlocking,the level of carbon unlocking is relatively low and there is a phenomenon of decline,and the development of carbon unlocking is uneven among regions,especially in the northeast region where the carbon unlocking path has less choice compared to other regions.Starting from four dimensions of technology,economy,system,and society,we should construct a regional differentiated carbon unlocking mechanism,establish a"multi subject and multi path"regional governance system,and promote green technology innovation to help achieve the"double carbon"targets as scheduled.
