摘要 食品安全是关系人民群众生命健康的大事,也是群众关注度很高的民生事件。在落实“两个责任”的背景下,充分发挥现有的监管资源,保障人民群众的生命健康安全是长期以来需要深入研究的课题。本文主要分析在2022年四川省30家食品生产企业飞行检查的全流程中发现的问题,提出畅通信息来源、健全保密制度、加强人员管理、建立监检联动机制、落实属地监管责任和企业主体责任等对策,保证飞行检查的有效开展,提高食品安全监管能力,以供食品安全监管机构参考。 Food safety is a major event related to people’s lives and health.It is also a livelihood event of high public concern.In the context of the implementation of“two responsibilities”,giving full play to existing regulatory resources and ensuring people’s life,health and safety is a long-term issue that needs in-depth study.This paper mainly analyzes the problems found in the whole process of flight inspection of 30 food production enterprises in Sichuan Province in 2022,and puts forward the smooth information sources,improving confidentiality system,strengthening personnel management,establishing linkage mechanism of supervision and detection,implementing territorial supervision responsibility and enterprise main responsibility,to ensure the effective development of flight inspection and improve the ability of food safety supervision,so as to provide reference for food safety supervision institutions.
