摘要
数字乡村建设以数字化赋能乡村振兴,村“两委”干部作为村内各项工作的直接领导者、组织者和实施者,其数字素养的提升有利于增强乡村数字治理效能、助推乡村数字生产发展和推进乡村生活方式数字化。当前,村“两委”干部数字素养提升的制约因素,突出表现为乡村数字基础设施建设不够完善、部分乡村干部队伍建设有待加强和数字素养培育配套制度供给不足。因此,应在数字乡村建设背景下,强化数字素养培育配套制度供给、持续加强乡村数字基础设施建设和多途径增强村干部的主体能动性,以促进村“两委”干部数字素养提升,进而充分释放数字红利。
Digital village construction empowers rural revitalization with digitalization.As the direct leaders,organizers and implementers of all the work in the village,the improvement of the digital literacy of village“two committees”cadres is conducive to enhancing the efficiency of rural digital governance,boosting the development of rural digital production and promoting the digitalization of rural lifestyle.However,improving the digital literacy of village“two committees”cadres faces three dilemmas:facilities,subjects and systems,which are highlighted by the imperfect construction of rural digital infrastructure,the low digital literacy of village“two committees”cadres and the insufficient design of supporting systems for digital literacy cultivation.Therefore,under the background of digital village construction,we should improve the design of supporting system for digital literacy cultivation,continuously strengthen the construction of rural digital infrastructure and enhance the subjective initiative of village cadres in various ways,so as to promote the digital literacy of village“two committees”cadres and fully release the digital dividend.
