摘要
以1982—2022年我国颁布的52份老年教育政策文本为研究对象,采用多源流模型分析框架,结合NVivo11 plus等软件分析了政策文本属性和影响政策议程设置的动因因素,分别从问题源流、政治源流和政策源流及政策之窗开启,考察了中国老年教育政策的议程设置,发现政策法规体系不完善、多元政策主体权责边界不清晰、政策制定机制权力配置不明等问题极大影响老年教育政策议程设置。建议加快国家终身教育立法,构建三位一体政策制定机制,确保畅通的利益表达渠道,并通过政治社会化培育体制外政策主体的民主参与意识。
Taking 52 senior education-related policy texts promulgated at the national level from 1982 to 2022 as the research object,the Multiple Stream Framework was used as the analysis framework,and combined with analysis software such as NVivo11 plus to analyze the basic attribute characteristics of policy texts and the influence factors of policy agenda setting.As a result,from the aspects of problem stream,political stream and policy stream and policy windows opening,a systematic analysis of Chinese elderly education policy agenda setting is carried out.The study found that our country's elderly education policy is incomplete and regulatory system,unclear boundaries of powers and responsibilities of multiple policy subjects,and unclear power allocation of policy-making mechanisms,which greatly affect the setting of the elderly education policy agenda.Therefore,it is suggested to speed up the legislative process of lifelong education at the national level,build a three-in-one policy-making mechanism,and smooth the channels for expressing interests.And we should cultivate the awareness of democratic participation of policy subjects outside the system through political socialization.
