中国式现代化的逻辑特殊性可以归纳为是以人民为中心的现代化,突出表现在将满足人民对美好生活的需要作为现代化的底层逻辑,进而衍生出以高质量发展推进中国式现代化的特殊道路。高质量发展的首要任务是推动高质量生产力的形成。在以人民为中心的现代化底层逻辑框架内,高质量生产力的人民属性得到强化,更加注重人才生产力的形成。以人的现代性作为价值判断,以人的现代化作为终极目标,通过高质量发展来推进经济现代化、社会现代化、治理现代化、生态现代化和共同现代化的协同发展是以高质量发展推进中国式现代化的逻辑脉络。以高质量发展推进中国式现代化需要构建与之相适应的机制体系,包括动力变革机制、结构升级机制、制度治衡机制和人才支撑机制四个维度。实现路径可以归纳为:以高质量教育体系为依托,优化人力资本结构与配置效率;以数字化创新驱动为核心,加快构建数字新技术供给体系;以质量效益递增型为主线,全面推进现代化产业体系建设;以人的现代性最大化为目标,稳步推进全体人民共同富裕。
