Understanding China's Science and Technology Innovation Policies:A High-Quality Development Perspective

理解中国科技创新政策,是深刻剖析中国创新实践困境理论成因的重要视角。本文采用文本挖掘、词频词义分析等方法,对中国技术创新政策的“量质观”进行了深入分析。研究发现:(1)文本语义上,中国科技创新政策体现“数量与质量兼重”的战略倾向;(2)中国科技政策理论导向与具体实践间存在偏差,同时还存在部门与应用方向异质性;(3)中国科技政策演变过程中,各部门合作力度逐渐加强,政策导向发生明显转变。本文的研究对于正确评估和优化中国科技政策、推进“创新驱动高质量发展”战略、建设世界科技强国具有重要的政策意义。

Understanding China's science and technology(S&T) innovation policy is an important perspective to deeply analyze the theoretical causes of China's innovation practice dilemma.In this paper,we use text mining and word frequency lexical meaning analysis to analyze the "quantitative and qualitative view" of China's S&T innovation policy.It is found that:(1) the textual semantics of China's S&T innovation policy reflects the strategic tendency of "both quantity and quality";(2) there is a deviation between the theoretical orientation of China's S&T policy and its specific practice,and there is also heterogeneity in the direction of the sector and the direction of application.(3) During the evolution of China's S&T policy,the cooperation among different sectors has been gradually strengthened and the policy orientation has been significantly changed.The research in this paper is of great policy significance for correctly evaluating and optimizing China's S&T policies,promoting the strategy of "innovation-driven high-quality development",and building a world S&T power.
