本文利用2015—2019年A股上市公司获取跨区政府采购订单的实际数据,就跨区政府采购对企业国际化发展的影响进行了研究,对解释企业国际化发展动因的“制度逃逸论”与“制度促进论”两种存有争议的理论观点进行了检验。结果表明,跨区政府采购显著促进了企业国际化发展,支持了“制度促进论”假说。依托市场制度环境优化与政策功能优势,跨区政府采购支持企业国际化表现出提高生产效率、促进创新升级、稳定经营业绩的内在作用机理。跨区政府采购推动企业国际化以国内要素市场发展水平为基础,受国际要素市场发展依赖程度的显著制约,并需要良好的国际区域合作环境作为支撑。加强跨区政府采购,对于加速推进扩大内需战略、发挥超大规模市场优势具有重要现实意义。

This paper uses the actual data of A-share listed companies to obtain cross-regional government purchase orders in 2015-2019 to study the influence of cross-regional government procurement on the international development of enterprises,and tests the two controversial theoretical viewpoints of "system escape theory" and "system promotion theory",which explain the causes of the international development of enterprises.The results show that cross-regional government procurement significantly promotes the internationalization development of enterprises and supports the hypothesis of "system promotion theory".Relying on the advantages of market institutional environment optimization and policy function,cross-regional government procurement supports the internationalization of enterprises mainly by improving production efficiency,promoting innovation and upgrading,and stabilizing business performance.Cross-regional government procurement promotes the internationalization of enterprises based on the development level of domestic factor market,which is significantly restricted by the development dependence of international factor market,and needs a good international and regional cooperation environment.Strengthening cross-regional government procurement is of great practical significance for accelerating the strategy of expanding domestic demand and giving full play to the advantages of the super-large market.
