县域医共体背景下乡镇卫生院数字化建设的逻辑、矛盾与纾解之道

The Logic,Contradictions,and Solutions to the Digital Construction of Township Health Centers under the Background of County Medical Community

人民健康是国家昌盛和民族富强的重要标志。推进乡镇卫生院数字化建设是实现县域医共体建设的应有之义。基于对紧密型县域医共体乡镇卫生院的考察,发现乡镇卫生院数字化建设遵循健康中心、资源中心、数据中心的建设逻辑,面临着健康中心与疾病中心对立的理念矛盾、依靠资源驱动发展与资源原生性匮乏的动力矛盾、强调数据共享与数据孤岛普遍存在的运行矛盾。在此基础上,从理念、资源、素养三大维度提出乡镇卫生院数字化建设的纾解之道。

People's health is an important symbol of national prosperity and national prosperity.Promot-ing the digital construction of township health centers is essential for achieving the construction of county-level medical communities.Based on the investigation of the close-knit county medical community township health centers,it was found that the digital construction of township health centers follows the construction logic of health centers,resource centers,and data centers,which face the conceptual contradiction between health centers and disease centers,the driving force contradiction between relying on resource driven devel-opment and resource scarcity,and the common operational contradiction between emphasizing data sharing and data silos.On this basis,solutions were proposed for the digital construction of township health centers from three dimensions:concept,resources,and literacy.
