数字治理跨界行动中的困境及优化策略--基于G60九城“跨省通办”的政务观测

Dilemmas and Optimized Strategies in Cross-provincial Action of Digital Governance--Based on the Observation of the"Cross-provincial Work"of the Nine Cities in G60

数字治理下跨省域城市间的合作依托于地方政府的集体行动。在制度性集体行动理论视域下,G60九城市“跨省通办”既是横向地方政府自组织集体行动的过程,也是纵向国家战略在地方的先行先试。考量不同行动机制的交易成本与合作风险发现,在G60九城市政务合作过程中存在缺乏正式“协议”、目标偏好差异以及逐利倾向的横向自组织困境,以及上级政府的注意力弱分配和国家意志对地方目标强压制的纵向介入困境。G60九城“跨省通办”需要横向主体加强契约约束并权衡主体间的利益冲突,同时也要明晰纵向权威干预的限度。

The cooperation between cross-provincial cities in terms of digital governance relies on the collective actions of local governments.From the perspective of institutional collective action theory,the"cross-provincial cooperation"of nine cities in G60 is not only a process of self-organizing collective actions by local governments,but also a pioneering attempt of national strategies at the local level.Considering the transaction costs and cooperation risks of different action mechanisms,it is found that there are self-organizing dilemmas such as the lack of formal agreements,differences in target preferences,and profit-oriented tendencies,as well as authoritative intervention dilemmas like weak attention by higher-level governments and strong suppression to local goal by national will.The"cross-provincial work"of nine cities requires horizontal entities to strengthen contractual constraints and solve conflicts of interest between entities,while clarifying the boundaries of vertical authoritative intervention.
