During World War II,the British Ministry of Information was the British government's specialized agency for journalism and propaganda. After the outbreak of the Pacific War,the Ministry of Information assisted the British Embassy in China to set up Information Office(its representatives in China worked as diplomats),and propaganda agencies in Kunming,Chengdu,Guilin and other places. In order to cooperate with the British government's China policy, the Ministry of Information formulated the China Propaganda Plan according to the Chinese public opinion to guide British institutions in China to carry out activities, including delivering British propaganda materials, issuing propaganda publications, writing press releases and arranging mutual visits. The propaganda work of the Ministry of Information in China took the long-term goal of breaking the existing British image in China, and had played an important role in improving Sino-British relations and shaping the image of Britain. The British propaganda towards China during the Pacific War also became an important part of Britain's policy towards China.
