全国农业科技现代化先行县评价指标体系构建与应用

Construction and Application of Evaluation Index System of National Agricultural Science and Technology Modernization Pioneer County

全国农业科技现代化先行县是探索县域科技支撑引领乡村全面振兴的重要载体。在对农业科技现代化先行县科学内涵与理论框架进行深入分析的基础上,从“组织-过程-结果”3个维度构建了一套以管理机制、共建过程和共建效果为核心,用于评价先行县主导产业竞争力、物质装备提升力、“三品一标”影响力、人才集聚驱动力、绿色发展引领力的指标体系,运用层次分析法和熵值法相结合的组合赋权法确定73个代表性指标及其权重,并对江苏省兴化市农业科技现代化先行县共建水平监测情况进行评价与验证。结果表明:兴化市农业现代化先行县共建水平中等偏上,管理机制较为健全,共建过程较为规范,但共建效果较不显著。基于此,在夯实组织管理的基础上,农业科技现代化先行县要深化校地技术合作,强化农业科技在产业、装备、人才、生态等方面的支撑,为各地更好地建设农业科技现代化先行县提供目标指引与定量依据。

The national agricultural science and technology modernization pioneer county is an important carrier to explore the scientific and technological support of the county and lead the county to achieve comprehensive revitalization.In this paper,on the basis of in-depth analysis of the scientific connotation and theoretical framework of the national agricultural science and technology modernization pioneer county,a set of indicators system,with management mechanism,co-construction process and co-construction effect as the core,was constructed from"organization-process-result"three-dimensional perspective to evaluate the leading industry competitiveness,material equipment lifting power,three products and one standard influence,the driving force of talent agglomeration,and green development leadership.The combination weighting method of the integration of analytical hierarchy process and entropy was used to determine 73 representative indicators and their weights.The monitoring results of the co-construction level of the agricultural science and technology modernization pioneer county in Xinghua city of Jiangsu province were valued and validated.The results showed that the national agricultural science and technology modernization pioneer county of Xinghua city has reached the upper middle level of co-construction,the management mechanism is relatively sound and the co-construction process is relatively standardized,but the co-construction effect is not significant.Based on this,it was suggested that on the basis of consolidating the organization and management,the national agricultural science and technology modernization pioneer county should deepen the school-land technical cooperation,strengthen the agricultural science and technology support in industry,equipment,talents,ecology and other aspects,so as to provide target guidance and quantitative basis for all regions to better build the national agricultural science and technology modernization pioneer county.
