知识产权保护能否改善地区创新资本错配

Whether Intellectual Property Protection ImproveRegional Innovation Capital Misallocation or Not

本文从创新技术研发系统和创新技术转化系统双重视角探讨知识产权保护对地区创新资本错配的影响及其作用机制,并基于2004—2021年30个省级面板数据进行实证检验。研究发现:(1)知识产权保护存在地区创新资本错配的改善效应,随着时间的推移这种改善效应逐渐增强;(2)地区创新资本错配方向的不同会对研究结果产生影响,在创新资本配置过度地区中知识产权保护会加剧地区创新资本错配;(3)随着技术位置的前移,知识产权保护的地区创新资本错配改善效应更大;(4)机制检验表明,知识产权保护通过技术市场治理效应、技术市场扩张效应、创新能力提升效应来改善地区创新资本错配。本文的研究结论可为健全知识产权制度和优化创新资源配置提供经验证据和决策参考。

The paper explores the impact of intellectual property protection on regional innovation capital misallocation and its mechanism of action from the dual perspective of innovative technology development systems and innovative technology transformation systems,and empirical tests are conducted based on 30 provincial panel data in China from 2004 to 2021.The results are as follows.①There is an ameliorating effect of intellectual property protection on regional innovation capital misallocation,and this ameliorating effect gradually increases over time.②The difference in the direction of innovation capital mismatch affects the study results,and intellectual property protection exacerbates the degree of regional innovation capital misallocation in regions with excessive innovation capital allocation.③The ameliorating effect of intellectual property protection on regional innovation capital misallocation is greater as the location of technology moves forward.④The action mechanism shows that intellectual property protection improves regional innovation capital misallocation through the technology market governance effect,technology market expansion effect,and innovation capacity enhancement effect.The results provide empirical evidence and decision-making reference for promoting the intellectual property system and optimizing the allocation of innovation resources.
