柔性科技智库:概念、机理与评价——以中国科协全国学会智库为例

Flexible Science and Technology Think Tank:Concept,Mechanism and Evaluation——The Case of the National Society Think Tank of the ChinaAssociation for Science and Technology

柔性科技智库是具有智库特性的科技类组织社会化发展的一种新型组织形态,很好地契合了时代发展需求,是贯彻落实科技强国、人才强国、创新驱动发展战略的叠加式实践模式。本文在比较柔性科技智库与实体科技智库的基础上,阐述柔性科技智库的概念生成逻辑及概念内涵特征,并从动力机制、治理机制和功能机制分析柔性科技智库的运行机制,在此基础上构建柔性科技智库的评价方案,并以中国科协全国学会智库为例展开评价应用分析。本文初步构建起柔性科技智库的系统认知体系,对于推动柔性科技智库高质量发展具有指导价值。

The flexible science and technology think tank(FSTTT)is a new organizational structure for the social development of science and technology(S&T)organizations with think tank characteristics.The FSTTT meets the needs of social development and is a concrete practice of implementing the strategies of building a strong S&T country,building a strong talent country,and promoting innovation-driven development.Based on a comparison between the FSTTT and the entity S&T think tank,the concept generation logic and the features of the FSTTT are discussed.The operational mechanism of the FSTTT is analyzed in terms of dynamic mechanisms,governance mechanisms,and functional mechanisms.The evaluation plan of FSTTT is constructed and the evaluation application analysis is carried out by taking the think tank of the National Society of China Association for Science and Technology as an example.This article establishes a systematic cognitive framework of FSTTT,which can serve as guidance for the FSTTT s high-quality development.
