基于PMC指数模型的我国体育发展规划政策量化评价

Quantitative Evaluation of Chinas Sports Development Planning Policies based on PMC Index Model

“十四五”时期是我国建设体育强国、健康中国的关键时期。体育发展规划作为我国体育事业发展的引领性文件,是对我国体育事业发展的制度性安排,是体育事业发展的基本价值遵循。体育发展规划政策评价对于提高我国相关政策科学性和政策执行效果具有重要意义。本研究以PMC指数模型为基础,利用ROSTCM工具建立体育发展规划政策社会网络图谱,依据社会网络分析图谱构建体育发展规划政策PMC指数评价体系,对我国国家级、省级和地市级政府发布的共八项代表性体育发展规划政策进行实证分析和量化评价。研究结果发现:各级政府制定的政策文件差异较大;体育发展规划政策制定缺乏部门协同性,政策短板较为统一,各级政策之间差异较大,政策保障和激励措施还需要持续完善。由此,提出政策优化建议:多方交流拓宽政策制定主体和政策受众群体,促进资源共享,完善保障激励措施,建立体育发展智库,加强与科研院校的交流合作等措施。

The"14th Five-Year Plan"period is a key period for China to build a strong sports country and a healthy China.As a guiding document for the development of Chinas sports cause,the sports development plan is an institutional arrangement for the development of Chinas sports cause and the basic value of the development of sports cause.The evaluation of sports development plans and policies is of great significance for improving the scientific nature of relevant policies and the implementation effect of policies in China.Based on the PMC index model,this study uses the ROSTCM tool to establish the social network map of sports development planning policies,constructs the PMC index evaluation system of sports development planning policies according to the social network analysis map,and carries out empirical analysis and quantitative evaluation on a total of 8 representative sports development planning policies issued by national,provincial and municipal governments.The findings are as follows:the policy documents formulated by different levels of government vary greatly;The policy formulation of sports development planning lacks the coordination of departments,the policy shortcomings are relatively unified,the differences between policies at all levels are large,and the policy guarantee and incentive measures need to be continuously improved.Therefore,suggestions for policy optimization are put forward,such as multi-party exchanges to broaden policy makers and policy recipents,promote resource sharing,improve incentive measures,establish sports development think tanks,and strengthen exchanges and cooperation with scientific research institutions.
