摘要
国际组织是主权国家参与全球治理、开展多边外交的主要场所,国际组织人才的培养和推送对主权国家来说具有重要战略意义。法国很早就制定和实施了国际组织人才发展的相关举措,现已形成一套较为成熟的国际组织人才培养、输送和维护体系。法国国民教育系统以国际组织胜任为导向提供了长期、全面而深层次的人才培养基础;法国国际公务员代表团通过信息服务、积极推送和全程支持完成了国际组织人才的输送和管理;法语和法国文化则成为联结法国籍国际组织职员的纽带和提升法国国际影响力的工具。实践表明,法国在国际组织人才培养与输送方面已形成独特而有效的“法国模式”。这种模式对于不断走向国际组织与全球治理中心的中国来说值得参考和借鉴。
International organizations(IOs)are paramount for sovereign states to engage in global governance and conduct multilateral diplomacy.The cultivation and deployment of talent within IOs hold strategic importance for these states.France has long established and implemented measures for developing IO talent and has created a sophisticated system for nurturing,deploying,and sustaining such talent.The French national education system lays a comprehensive,long-term,and in-depth foundation for talent cultivation,oriented towards proficiency within IOs.The French International Civil Servants Delegation(Délégation aux Fonctionnaires Internationaux,DFI)ensures the delivery and management of IO talents through information services,active promotion,and extensive support.The French language and culture serve as a bond among French nationals within IOs and as a tool for amplifying France's international influence.The French experience demonstrates a unique and effective model in IO talent cultivation and deployment—the“French Model”—which can provide valuable insights for China as it moves towards the epicenter of international organizations and global governance.
